Registration and Waitlist

All registrations must start with an online application through OneList Waterloo Region. Only applications provided through OneList will be accepted to the waitlist. Families should submit their application to OneList early. No fee is charged to apply to the waitlist. Region of Waterloo Access Pilot

Emmanuel at Brighton will be participating in the Region of Waterloo’s Access Pilot as of August 2023.

The Canada-Wide Early Learning and Child Care Plan (CWELCC) has greatly increased demand for child care spaces across the province and accessing childcare spots has become difficult for many families. Families in receipt of child care subsidy and other vulnerable families often face additional barriers to accessing care. The Early Years are a critical time for the development of children and have a significant impact on long term outcomes. Providing the opportunity for children facing vulnerabilities to attend a high quality child care centre enables long term benefits for both that child and society as a whole.

The Ministry of Education has recently released their Access and Inclusion Framework to accompany the roll out of CWELCC. Each Consolidated Service System Manager (CMSM) is to create their own local plan, outlining how vulnerable families will be included and prioritized in licensed child care. As part of the Access and Inclusion Framework, Children’s Services is launching an Access Pilot. EaB will be participating in the Access Pilot and has committed to working towards a minimum percentage of our licensed child care operating capacity to subsidized children. The pilot provides an opportunity for the Region of Waterloo to learn from child care operators if any challenges or opportunities arise with this model, as well as gather responses from parents and staff.

EaB Waitlist Priority Order

All families interested in a spot in licensed child care in Waterloo Region must register on OneList Waterloo Region. Due to participating in the Access Pilot, our priority order has changed as of August 2023. Based on a families placement on Onelist, EaB sends enrollment offers for September intake in the following priority order:

  1.  Children of EaB staff and families with children currently enrolled at Emmanuel (registration offers sent in January or early February and as spaces become available)

  2. ROW Subsidy Access Pilot and Tier 1 EaB Alumni families (families who have had a child enrolled at EaB within the last 2 years) (registration offers sent in February and as spaces become available)

  3. Tier 2 EaB Alumni families (families who have had a child enrolled at EaB within the last 10 years)

  4. Families associated with Perimeter Institute and Wilfrid Laurier University (registration offers sent in February or early March)

  5. All other families on Onelist (registration offers sent in March and as spaces become available)

Once a space has been offered and either accepted or rejected, Emmanuel will remove the application from the waitlist.

Registration Fees

New registrations, both full- and part-time, require a one-time non-refundable registration fee and a security deposit, which is put towards the last month’s fee. Learn more about Emmanuel Fees. To withdraw or change the number of days your child attends, 60 days notice is required.

Annual registration

For families with children already enrolled at the centre, registration for each year (September-August) occurs in January or February. During registration, parents will be emailed a form to confirm if their child will be returning to Emmanuel in September or withdrawing from the Centre. This form must be completed/submitted each year that your child attends Emmanuel and helps the Centre in assessing capacity/spaces for incoming children.
