Canada Wide Early Learning and Child Care Plan (CWELCC)

On March 29, a landmark child care agreement was announced for Ontario that will see lower fees for families and deliver an average of $10 a day child care by September 2025. Effective March 27, 2022, licensed child care centres were required to freeze their current fees until they either opted in or out of the CWELCC plan.

EaB’s application to opt-in to the CWELCC plan was approved and the agreement was signed on September 16, 2022.

Fees were reduced by 25% as of October 1, 2022. Rebates and/or credits of 25% for fees paid between April 1, 2022 and September 30, 2022 were processed for children under 6 years old.

In January 2023 fees were reduced by a further 37% for a total of a 52.75% reduction compared to the original monthly fee (as of April 2022)

All fees for all age groups will be $22/day based on CWELCC guidelines.

Children enrolled full time will be charged a monthly rate of $478.50.

Children enrolled on a part time basis will be charged $22/day they are enrolled.

Program Fee Details

Monthly invoices are issued prior to the 1st of the month. Fees are due the 1st of each month.

· Monthly fees are based on the number of days your child is enrolled. Fees are due regardless of the number of days in the month, absenteeism due to illness, vacations, inclement weather, school closings or statutory holidays.

· Substitution of days cannot be accommodated for part time children. This leads to an over-enrollment in our classrooms. Every effort is made to offer as inclusive a program as possible for all part-time families. Please remember that when part-time programs are requested, your child will obviously not participate in an entire program and every planned activity.

· Parents may apply to the Region of Waterloo Subsidy program to seek assistance with all or part of the fees. Information about eligibility for subsidy can be found on their website https://www.regionofwaterloo.ca/en/living-here/help-paying-for-child- care.aspx# or by calling (519) 575-4400

To withdraw or change the number of days your child attends, 60 days notice is required.

At Emmanuel at Brighton, we have always been mindful of the fee structure of our programs. Starting in the 2021-2022 school year, we will begin a phased implementation of an updated daily fee structure.

Historically, EaB has charged fees based on whether your child is enrolled full time or part time. This approach creates inequities as the daily rate for part time enrollment is higher than that of full-time enrollment. EaB’s goal is to use a phased approach over the next two years to implement a standardized fees structure in which full-time and part-time families would pay the same daily rate.

A fee increase generally occurs in September of each year, but due to the uncertainty surrounding COVID, we held off increasing fees for the 2020 school year until January 2021. Phase one of our new daily fee structure will be implemented in September 2021 and will increase monthly full-time fees by 4% to 5% and decrease part-time fees by 2%. Phase two is currently scheduled for September 2022 and we anticipate this will eliminate any differences in the daily rates.
